Fred Habib
Senior Consultant

 

Fred recently joined The Rensselaerville Institute in June of 2008.  His focus at TRI is to promote the outcome framework for our Government Services unit.  His most recent position prior to joining TRI was Undersecretary and Chief Operating Officer of the Massachusetts’ Executive Office of Health and Human Services.  The $12 billion agency represents half of state government in Massachusetts.  Sixteen agencies are grouped under the EOHHS Executive Office including Public Health, Mental Health, Mental Retardation, Youth Services, Transitional Assistance, Social Services, and the Office of Medicaid.

Fred’s main focus at EOHHS was implementing a Performance-Based Management system for the agency.  EOHHS purchases more than $2.5 billion of services from non-profit providers.  Fred led the change in the way these services were purchased and outcomes were reported.  The project’s goal was to clearly state and purchase the intended outcomes in order to maximize the state’s investments.  The project has impacted nearly $1 billion of the purchased services and is being implemented over a three-year period.

Previous to working at EOHHS, Fred was the Deputy Director of the Massachusetts’ Department of Housing and Community Development.  He oversaw the Divisions of Housing Development, State/Federal Public Housing, and Community Services.  Before that he was a fiscal analyst at the Massachusetts’ Senate Committee on Ways and Means.  Fred has also started a non-profit youth recreational organization and has served on the planning board and master planning steering committee in his hometown of Newburyport, Massachusetts.

Fred has over 20 years of experience as a project manager and implementer.  Fred is particularly adroit at conflict resolution and meeting facilitation, developing consensus, and leading complex initiatives. He is a proven leader and manager.

His educational background includes attaining a Master of Science in Public Affairs from the McCormick Institute at the University of Massachusetts, Boston, and a Bachelor of Arts in Economics from the University of Massachusetts in Amherst.
