As a Senior Associate, Jim Moore has trained such diverse organizations as the Ohio Department of Alcohol and Drug Addiction Services, the Kentucky Developmental Disabilities Council, the Missouri Department of Health and Senior Services, and the Texas Community Action Association in the use of the Outcome Management Framework, as well as provided them with technical assistance.
Jim was first introduced to the Outcome Investment Framework as Director of St. Louis Workforce Partners, and a participant in the Annie E. Casey Jobs Initiative in St. Louis. He served as chair of the Outcome-Based Funding Committee. This committee served as a forum for workforce funding organizations and provider agencies to come together to negotiate performance standards, funding structures and reporting requirements. Jim has worked in the workforce development and job training field for over 30 years in the St. Louis area, Quito, Ecuador, and Denver, CO. He has worked as a program implementer, manager and supervisor.
Other experience includes six years as Deputy Director of the Colorado Governor’s Office of Job Training, and consulting to various projects and partnerships amongst workforce and job training providers.
Jim’s educational background includes M.A. in political science and a B.A in Philosophy and Belles Lettres from St. Louis University.
Jim has a calm demeanor and is a strong group facilitator. He is particularly gifted in helping diverse groups find common visions and commit to work to results. Jim has the ability to ask key probing questions to help guide individuals to their vision for the future and to keep them focused in designing and testing strategies to get there.
